Mexico distinguishes between temporary and permanent residency.
Temporary residency is limited in time and can be renewed. After several years, switching to permanent residency is generally possible.
In most cases, you must prove financial solvency — either through income or assets. The exact requirements are set by the relevant country and consulate.
The consulate process usually takes a few weeks. After entering Mexico, the status must be finalized within 30 days at the immigration authority (INM) in Mexico.
There is no fixed minimum stay per year to maintain residency.
However, your actual time in the country can affect a later change to permanent residency.

Whether you actually become taxable depends on your stay, your center of vital interests, and your overall structure.
You are generally considered tax resident in Mexico if your center of vital interests is there or if you spend most of your time in the country, typically more than 183 days per year.
It may also matter whether your income has a connection to Mexico — for example through work in the country or a Mexican employer.
Other economic ties can also play a role. The overall situation is always decisive.
